Moving to Miami area. Advice?

Kendall. Reasonable housing costs, close to your family, good access transport & to work & reasonably good schools -- tho' not as good as Boston. Tell your mom to rely on her family for locating apartments, finding jobs, etc. Kendall has plenty of economic & political refugees from all over Latin America.
