Real estate law homestead, title?

my father passed away in 2000 he and i lived in this house sense 1996. i have the house in my name not the title there are 5 children only one of them will not go thought with sighting papers she wants to sell or what. no will was made. this is a USDA house. i,m paying all taxes and ins. i only get a fifth of the homestead. the others have never lived in the house or payed anything on the house. i need the whole homestead an would like to have the title
