Where to contact Canadian immigration for refunds ?

I applied for Canadian immigration under Skilled Class Migrant program about 8 months ago. Immigration form + fees of CAD 1250 (me, spouse and a kid) payorder send to the Nova Scotia, Sydney, CA after two months i received a CIO Approval for proceeding my immigration application further.. but due to some family probs i didnt take it further and withdraw my case. now this all was happen with the help of a consultant. I just wanted to know if i can get my fees which was given to Canadian Government for immigration purpose. I am not really sure where to contact for this .. any help is appreciated. thanks a lot.
